Starting November 2024, the Immigration and Checkpoints Authority (ICA) will introduce a new QR Code Clearance Trial at Woodlands and Tuas checkpoints, aimed at streamlining the immigration process for bus travellers. This trial will allow eligible travellers to use QR codes for faster clearance, enhancing the overall experience at the land checkpoints.

The trial is open to Singapore Citizens, Permanent Residents, Long-Term Pass Holders, and foreign visitors who have previously visited Singapore. It will be conducted at selected automated lanes and Special Assistance Lanes (SALs) at both Tuas and Woodlands checkpoints:

  • Tuas Checkpoint: From 23 November 2024
  • Woodlands Checkpoint: From 28 November 2024

How to Participate in the QR Code Clearance Trial

Eligible travellers are encouraged to take part in this trial to help ICA improve the process. Here’s how to get involved:

  1. Download the MyICA App: Start by downloading the MyICA mobile application on your device.
  2. Generate Your QR Code: Open the app and select “QR Code at Land Checkpoints.” You can generate either an individual QR code or a group QR code if travelling with others. For group travel, use the Special Assistance Lanes (SAL) and select “Bus” as your vehicle type.
  3. Scan Your QR Code at the Lane: Once you arrive at the designated trial lanes, simply scan your QR code at the passport scanning area.
  4. Biometric Verification: After the scan, your passport details will be retrieved. Present your biometrics (facial recognition and/or iris/fingerprint scan) for final verification.
  5. Clearance: Once verified, the gates will open, allowing you to proceed through the checkpoint swiftly.

Signage will be placed throughout the bus halls to guide participants to the designated trial lanes, and ICA officers will be available for assistance if needed.

Passport-Less Immigration Clearance Coming to Changi Airport in August 2024

Starting in August 2024, travelers passing through Changi Airport will experience a groundbreaking shift in immigration procedures. As part of a progressive initiative by the Immigration & Checkpoints Authority (ICA), Changi Airport will introduce passport-less immigration clearance, enhancing both border security and the traveler experience through digitalization.

What’s New?

1. The New Clearance Concept (NCC): The NCC is set to revolutionize immigration with automated clearance processes. This means travelers won’t need to present their passports at all checkpoints. Singapore residents and eligible foreign travelers will benefit from smoother and faster immigration procedures.

2. Types of Passport-Less Clearance:

  • Token-Less Clearance at Air and Sea Checkpoints: Singapore residents (including citizens, permanent residents, and long-term pass holders) arriving or departing, along with all foreign travelers departing, will use facial and iris biometrics for immigration. No passport needed!
  • QR Code Clearance at Land Checkpoints: Travelers will present a QR code instead of their passport during immigration clearance. This system also allows for group QR codes, which can be reused for future trips if the travel group remains unchanged.

Implementation Timeline

Token-Less Clearance Begins August 5, 2024: Starting from this date, Singapore residents arriving at Changi Airport Terminal 3 can enjoy token-less clearance. The system will expand to all terminals by September 2024 and to the Marina Bay Cruise Centre by December 2024. This innovation is expected to reduce immigration processing time by 40%.

QR Code Clearance for Motorcyclists: By August 2024, ICA will extend QR code clearance to motorcyclists, cargo vehicle drivers, and accompanying assistants. The initiative, which began with car travelers in March 2024 and bus drivers in April 2024, will eventually cover bus passengers by December 2024. This change is projected to save approximately 30% of the time spent on immigration clearance at land checkpoints.

What You Need to Know

Despite these advancements, travelers will still need to carry their passport for international travel and for immigration clearance overseas. Additionally, ICA officers will be available to assist travelers with the new automated and passport-less processes.

What you need to know before drive to Singapore?

Travelers driving foreign registered cars and motorcycles must apply for a vehicle entry permit or VEP on LTA’s one motoring website. To show proof of valid VEP, travelers must have a LTA’s approval email and a valid auto pass card before entering Singapore. Travelers will not be allowed to apply for a VEP at the checkpoints.

Check that your passport has at least six months validity.

In order to enjoy quarantine free travel, proof of vaccination is required. If you are vaccinated in Singapore, your vaccination certificate will be known in ICA system.

But if you are vaccinated overseas, do upload your overseas vaccination certificate via the SG Arrival Card. Number the SG Arrival Card is required for all travellers to Singapore. Local or foreign, young or old. You may submit it up to three days before arriving in Singapore.

This is the official link to the SG Arrival Card. It is free of charge. If you are a Singapore citizen, permanent resident or long term pass holder, click here. If you are a foreignvisitor or in principle approval IPA holder, click here. The SG Arrival Card requires inputs for three simple topics. Personal particulars, trip details and a health declaration. Personal particulars includes declaring a valid email address and mobile number.

Trip details includes declaring your date of arrival, mode of travel and details of accommodation in Singapore. Do note if you are travelling by bus you may key in bus as the vehicle plate number. Health declaration includes declaring your recent travel history and health status.

Do note if you an overseas vaccination certificate, you only need to upload the QR code. Once you have submitted the SG Arrival Card, you will receive the following acknowledgement via your declared email. Do note that the paper disembarkation or embarkation card also known as the white card has been discontinued and is no longer accepted in Singapore. Here is a quick recap of the four items.

To keep or use your vehicle in Singapore, you must meet these requirements:

1. Your vehicle must have valid road tax, vehicle insurance (with third party coverage), Autopass Card and LTA’s approval email. 

2. When entering or exiting Singapore via the land checkpoints, you will need to use your Autopass Card to record your visit and pay entry and exit fees and charges.

3. Your vehicle has a valid Vehicle Entry Permit (VEP). VEPs have validity period of 14 days which starts on the date of the vehicle’s entry into Singapore, and thereafter on the date of payment during VEP renewal. To extend your vehicle’s stay in Singapore, you will need to renew your VEP.

4. You will need to pay Electronic Road Pricing (ERP) charges if you use ERP-priced roads during ERP operating hours. There are several payment methods available for cars and motorcycles.

5. You will need to settle all outstanding fines for your vehicle. (You can check online at www.axs.com.sg for outstanding offences.)

6. Use our calculator to check your entry and exit fees and charges to ensure that you have sufficient funds in your Autopass Card.

7. If you have made VEP fees payment and extension via AXS, please refer to your AXS payment receipt for the vehicle’s 14-day VEP validity start date and extend the VEP 2 days before its next expiry.

8. You do not belong to any of the following categories:

  • Singapore Citizen
  • Singapore Permanent Resident (PR)
  • Resident of Singapore
  • Long-Term Visit Pass or Dependant’s Pass holder
  • Student’s Pass holder
  • Training Employment Pass or Work Holiday Pass holder
  • Work Pass holder who is also a resident of Singapore
