Passport-Less Immigration Clearance Coming to Changi Airport in August 2024

Starting in August 2024, travelers passing through Changi Airport will experience a groundbreaking shift in immigration procedures. As part of a progressive initiative by the Immigration & Checkpoints Authority (ICA), Changi Airport will introduce passport-less immigration clearance, enhancing both border security and the traveler experience through digitalization.

What’s New?

1. The New Clearance Concept (NCC): The NCC is set to revolutionize immigration with automated clearance processes. This means travelers won’t need to present their passports at all checkpoints. Singapore residents and eligible foreign travelers will benefit from smoother and faster immigration procedures.

2. Types of Passport-Less Clearance:

  • Token-Less Clearance at Air and Sea Checkpoints: Singapore residents (including citizens, permanent residents, and long-term pass holders) arriving or departing, along with all foreign travelers departing, will use facial and iris biometrics for immigration. No passport needed!
  • QR Code Clearance at Land Checkpoints: Travelers will present a QR code instead of their passport during immigration clearance. This system also allows for group QR codes, which can be reused for future trips if the travel group remains unchanged.

Implementation Timeline

Token-Less Clearance Begins August 5, 2024: Starting from this date, Singapore residents arriving at Changi Airport Terminal 3 can enjoy token-less clearance. The system will expand to all terminals by September 2024 and to the Marina Bay Cruise Centre by December 2024. This innovation is expected to reduce immigration processing time by 40%.

QR Code Clearance for Motorcyclists: By August 2024, ICA will extend QR code clearance to motorcyclists, cargo vehicle drivers, and accompanying assistants. The initiative, which began with car travelers in March 2024 and bus drivers in April 2024, will eventually cover bus passengers by December 2024. This change is projected to save approximately 30% of the time spent on immigration clearance at land checkpoints.

What You Need to Know

Despite these advancements, travelers will still need to carry their passport for international travel and for immigration clearance overseas. Additionally, ICA officers will be available to assist travelers with the new automated and passport-less processes.
